Step 1: Prepare the Filling

Heat a large skillet over medium heat. Cook the ground beef and chopped onion until the beef is browned and the onion is tender. Drain any excess fat.

Add the minced garlic, taco seasoning, and water. Stir well and simmer for 2–3 minutes until slightly thickened. Mix in the salsa and remove from the heat.

Step 2: Assemble the Pie

Lightly grease a 9-inch pie dish. Spread the beef mixture evenly over the bottom, then sprinkle the shredded cheddar cheese across the top.

Step 3: Mix the Batter

In a medium bowl, whisk together the flour, milk, eggs, salt, and black pepper until smooth and lump-free. Pour the batter evenly over the meat and cheese.

Step 4: Bake

Bake in a preheated 375°F (190°C) oven for 35–40 minutes, or until the top is lightly golden and the center is fully set.

Step 5: Cool and Serve
